Session 1: Opening the 10th Global Forum of GCNMOs

Time: 8:00-8:20 CET (20 min)

Summary:  This session will comprise Opening Remarks and welcoming of participants from the Directors of Health Workforce, Maternal and Child Health and Ageing and the Chief Nursing Officer.  Participants will receive an overview of the two-day meeting and test the engagement technologies.

Session 2: Responding to the priorities for strengthening the nursing and midwifery workforces:  Knowledge for today and the future

Time: 8:20-9:20- CET (60 min)

Summary:  Participants will be updated on the latest policy discourse from the Fifth Global Forum on Human Resources for Health (5GF) and the technical resources developed and available since last time the GCNMOs met (Triad Meeting, 9 May 2022).  In advance of this session, participants are encouraged to watch the “Orientation videos” in the meeting lobby and explore the 5GF platform.       

Part 1: What were the key “take-aways” for GCNMOs from the Fifth Global Forum for Human Resources for Health?

  1. Global Health Workforce responses to address the COVID-19 pandemic: What policies and practices to recruit, retain, reskill, and support health workers during the COVID-19 pandemic should inform future workforce development?
  2. What steps can improve and promote investment in the health and care workforce? Enhancing efficiency of spending and rethinking domestic and international financing
  3. What can intersectoral governance do to strengthen the health and care workforce? Structures and mechanisms to improve the education, employment and retention of health and care workers
  4. Moderated discussion with GCNMOs 

Part 2:  Understanding the new workforce tools for planning & forecasting, and protecting and safeguarding nurses and midwives 

Examples from GCNMOs on their experiences and benefits using key health workforce management resources, such as a health labour market analysis, the Global Care Compact, or the Working for Health Action Plan. 

Session 3: GCNMO Leadership: Skills and competencies to effectively manage and support nursing and midwifery workforces

Time:  9:20-10:00 CET (40 min)

Summary:  This is a discussion of what skills and competencies GCNMOs should have to manage the nursing and midwifery workforces and effectively shape health workforce policies.  The content draws from the WHO Human Resources for Health Management competencies course and experience from different WHO Regions to support the specific work of GCNMOs.  The output from the evidence review on GCNMOs will also be shared for reactions and feedback from the GCNMOs.

Summary:  This session will share back with GCNMOs the progress they reported on implementing the Global Strategic Directions for Nursing and Midwifery 2021-2025 (SDNM ).  The progress will be presented in aggregated formats—globally, regionally, and by policy priority.  We will discuss, Where are we now?  What supports are needed to start, continue, or accelerate advancement of the SDNM 2021-2025?  What is needed for the future?  Participants are requested to complete their SDNM 2021-2025 monitoring form per the instructions in the email.

Summary:  This session will focus on hearing GCNMO priority areas for the next State of the World’s Nursing report.  GCNMOs will be asked to share reflections on the meeting as a whole.
